Unity UI Why isn't RectTransform in UnityEngine.UI?

    RectTransform is a UI element.
    UnityEngine.UI is purposefully made to contain UI elements.
    RectTransform isn't in UnityEngine.UI.
    Ease of use (is greater than) professional correct-ness?
    Can somebody help me understand?
