JAVA_HOME error

    I've manually installed 2019.2.0a9 with android sdk/ndk and when I try and build an android apk, it gives me this error.
    That's not what my JAVA_HOME is set to though.
    Where is Unity getting this value from?
    All my Preferences->External Tools->Android settings are set to "Installed with Unity (recommended)"
