Zero downloads but multiple users

The statistics page on the Google Play Console has been blank since I uploaded my game a month ago. The only downloads showing are my own, to test devices. I contacted Google Support and they confirmed no downloads have occurred but Unity Analytics dashboard shows 81 installs. At first I suspected piracy but someone would need to download it first for that to happen. I even looked on some warez sites for my game but couldn't find it.

If anyone has any idea what's going on or had this happen to you before, please let me know, otherwise, I'm pulling the game off the store.
