xr plugin management unity download never finishing

    I have installed Unity 2019.3.15 and I am trying to install the xr plugin management and it doesn't ever finish. Also the update packet manager does not finish either, it just sits saying "resolving packages". I have tried via our network, hotspot, turned off the firewall but it's not finishing.

    Ok I resared it, didn't go through Build Settings this time, just the menu Project Settings and it seemed to work.
