Question XML Documentation

From my understanding, when we want the summary to be displayed while we hover over a class/method, we need to use XML Documentation. However, the code I have displayed above doesnt use the <summary> tag, yet still displays the summary when we hover over. Why is that so?

 

Code that's been decompiled is not the same as the actual code inside the .dll and it's accompanying .xml. That's just how comments look like in Visual Studio's decompiler.
