Feedback workflow: animation shortcuts should be global

    i think the new shortcut widget is lacking a global option
    by global i mean a key that will always call the command regardless of the focused window
    why?
    because i click in the scene view, move my character and press s and it doesn't key the character, only if i CLICK on the animation windows
    so there are two bugs I think or one workflow glitch and a bug:
    1- set key needs to be global, there need to be a global option in shortcut (forward that to the appropriate team)
    2- in order for a shortcut to be recognized, the window must be clicked

    it used to be that the mouse over = focus, it's no longer the case
