Question WM_TRANSIENT_FOR set on separate Unity windows?

    When I pull dockable tabs to their own window, they raise with the main Unity window when it's focused due to the new window having WM_TRANSIENT_FOR set.
    Is this intended? Can be rather annoying to have one on the same monitor as your browser and focusing on the main Unity window causes it to be raised in front of your browser.
