Just like when you first upgrade to Windows 10, when a new version comes out it winds up causing a licensing error in Unity and I have to reactivate.

Are there plans in place to stop a new Windows builds from causing this issue? As you may be aware, Microsoft is basically saying that Win10 is the last version of Windows and that they're going to continue pushing new builds through Windows Update so instead of an upgrade being a once every 2-5 years it could be once every 2-5 months.

If not, will there be any negative things happening to my account, and others, whom are on the Win10 Insider "Fast Track" where we get new builds every few weeks?

Yes they do. This seems like a poor choice of licensing design on the part of Unity.

So a change in OS, and a complete change in how Microsoft does their updates... was a poor design choice by Unity? Hmmm.
