Will Unity 2019 LTS support API levels 29+?

I saw a couple of posts but nothing official, so am asking. According to this:

"Unity works with the most recent version of the Android SDK available at the time of the Unity version release."

However even on the latest 2019 LTS (2019.4.8) the SDK which comes with Unity still doesn't support it, it's at highest level 28. Given the deadline by Google for Nov 2nd this year, it feels like it's awfully close.

If LTS is there to support the long term, will a 2019.4 LTS version come with an SDK which supports 29?

Just get a newer SDK from Google and build
with that. Unity has demonstrably shown little interest on staying on top of these mobile requirements.
