We're trying to decide between Rewired and the new Input System for a production project starting now.

We want to version lock at Unity 2019.4 LTS.

Is the NIS going to be considered stable / compatible, with backported fixes, in 2019.4 LTS?

1.x of the input system is locked at 2019 as the min requirement. Fixes will be backported wherever relevant.

There will be API-changing releases (covered by the API upgrader wherever possible) within the 1.x line to accommodate new features/enhancements, but the Unity version will remain locked at 2019.

I expect that ultimately we will move the min requirement up to 2019.4 LTS once it's out. ATM the requirement is still 2019.1 and has been for quite a while. With LTS out, we will probably drop support for previous 2019 versions. But, as I said, the 1.x line will not move beyond that (and ATM there's no plans for 2.x on the horizon; all the work we have scheduled ATM is planned for the 1.x line).
