Why Unity ads shows same ads over and over again reducing our monetising chances?

I have a few apps I made where I have implemented Unity ads services.
I was following for last one months or more that unity shows same ads over and over again.
Isn’t it reduces our monetising chances?
Or there are other factors or policies that I am missing?

Looks like your games are marked as COPPA ("for kids"), right? That means that we cannot use profile data for players of your games, so basically each new request for game doesn't keep history of already watched ads, which could indeed result in the behaviour you see, i.e. same ads being shown multiple times.

In relation to GDPR where the situation will likely happen more frequent, we're looking into what options we have for improving this (e.g. by keeping some state on device, which gets cleaned when player leaves game)
