There is an issue with using cloth on Windows builds for the 64-bit version. However, if you do not have an imminent release, you can use the Development build instead. Alternatively, you can change your build target to a 32-bit version for Windows, which works without any issues.

The primary concern we face is that the Unity Team considers release builds to be Beta or Alpha builds. They do not conduct thorough testing and rely on developers to report bugs, which can take several weeks or months for them to even acknowledge and address. Additionally, they tend to disregard their community and respond with unhelpful statements such as "It works on my machine."

I hope this helps, good luck.

I found the same issue in 64-bit Builds on Unity 2023.1.0b7 - yes I accept it is Beta - but just wanted to confirm this is a known issue in Windows 64-bit Builds. Works fine in Editor. In my case, my character had a cape cloth and hood. I successfully can use Cloth when set to Dev Build. I just tested this
