Why is my Unity Scene (not Game) view stretching content when I resize the view?

My Unity editor (happens in both 2021.1.22f1 and 2020.3.22f1 builds) recently started running into a strange problem. I first noticed it when exiting the game view for a level I'm designing. Essentially, the aspect ratio of the Editor Scene view results in stretching of the content on the screen. I'm illustrating it here with a simple cube (but the effect applies to any objects in the scene -- so it appears to be related to the camera somehow). Resizing the editor window causes the stretching to change as well. The trouble is that it's hard to edit the scene accurately when the perspective gets distorted (and editing in a narrow window is cumbersome).

Here is the editor Scene view after I resize the window to be closer to a 1:1 aspect ratio:

The problem doesn't seem to happen in the Game view (although changing the value of the Aspect Ratio dropdown produces strange stretching there too).

Here are the Scene camera settings that I show up in the gizmo editor:

Is there a setting wrong somewhere? I've tried:

    1. re-installing the editor.
    2. creating a fresh new game scene
    3. deleting and recreating the scene from pre-fabs
    4. deleting the ./Library and ./Temp folders
    5. looking at the Player and Preferences tabs
    6. other projects on my machine are fine; but this is not

Ah just fixed by closing the scene view tab and opening a new one!

If anyone is still wondering - in camera settings uncheck "Link FOV to physical camera"

    In the scene view:
Go to "Settings for the scene view Camera." - A camera icon with drop-down (near Gizmos)
Then go to settings by clicking on the gear icon and choose Reset Settings.
