Why is my rewarded ad revenue substantially less than the regular video?

I have just released a game and would like to know why I would even implement rewarded ads based on what I am seeing. So here is my data

If my rewarded videos where at 400 based on this info the revenue would be 8 times as much or $0.16c. How has it calculated that non rewarded ads are worth so much more?
I'm sure there is a reason but it's confusing to me right now.
