Bug Why can't i do anything in Unity Gaming Services

So i wanted to code a project in unity i named it and i chose it it is targeted to ghilder under 13 (not) and then i clicked create poject but it said "You are not allowed to peform this opertoin" so please help me i realy wanna make a game
