Why 2017.3.2 does not released?

    will it be released 2017,3,2 or not?
    Why?
    Should we use 2017.4.x?

    Unity has adopted a new approach to releases. Every year there will be three TECH releases (eg Unity 2017.1, 2017.2, and Unity 2017.3) and one Long Term Support release (eg Unity 2017.4). TECH releases will only receive support up till the next release regardless of whether it's TECH or LTS. LTS releases will receive support for two years.

    Since Unity 2017.3 was a TECH release and there has since been a new release, there will be no more updates to 2017.3.

    I've personally hit a breaking bug in 2018.1, so I'm considering switching back to LTS and calling it done.

    2017.4 is the same as 2017.3 with more bug fixes. Read the links about LTS other people posted for more information.
    Out of curiosity, what bug is it?

    2017.4.x is the 2017.3 patch release line and will have long term support. Yes it is more confusing than necessary.

    I think the main reason for the confusion is the change in numbering systems after they'd already announced things using the old numbering system. Assuming they stick to it from now it should be fine.

    Steam is not a "device" platform plus it was not an "open" store for a long time so it probably had little to no priority.

    Yeah I know but it's nice with an abstraction, Unity could have abstacted their API

    I'm unable to find an actual terms of service (Steam might require me to sign up to see it) but it wouldn't surprise me if they forbid it. For Unity themselves it would be an abstraction they would have to maintain with the sole benefit being a larger developer audience using it.
