I haven't tried it myself, but I've heard that fiverr.com is the hip place for inexpensive freelance contracting. If you search for "Japanese singer" there are some results. I don't know any of them, so caveat emptor, of course.

Have you looked into Vocaloid? https://www.vocaloid.com/en/
This type of synthesized voice music is popular in Japan.
And has been used in the Project Diva series and other rythm games.

Japan seems like the obvious choice.

Find a musician you like. Then reach out on their socials. The rest is just paperwork.

If you're hiring somebody from Japan, unless they're with a label they probably won't have access to a translator, which is something that's a pretty big deal when you're dealing with international contract agreements.

Its an anime rhythm game. I am more of an anime artist than making my own video game. Its my first video game project. The game is slowly making good progress with a few team members. Nothing interesting to show yet.

I don't know if this would help, but maybe ask this guy.
    https://forum.unity.com/threads/professional-composer-for-hire.624739/

I think he's still in Japan. He might probably know, one or two Japanese
people who can sing etc. But most likely, he might be super busy, making
game music these days. Because recently, he released some music on
soundcloud, for a game he's making music for.

Hope you get through, good luck.
