Where is Shader Graph in 2018.3

I've been watching videos and wanting to experiment with Shader Graph. I updated the project I want to make shaders for to 2018.3, but when I select Assets>Create>Shader from the Unity menu I don't see any of the graph options that are in the videos I've been watching. I certain the issue is user error, but I can't find how to get to the Shader Graph window. Any help would be greatly appreciated.
