    If some who don't know how to install this package: Go to Unity(in my case 2018.3.0f2) on top bar "Window">"Package Manager" then finde button "Advanced" ad check "Show preview packages". In left side select you can finde "Mobile Notification" > press "Install".

    I know how install it, I need some thread/forum/whatever where I can talk to it's devs
