Bug When I start a new project and select 2019.4, Unity creates a 2020.3 project instead

    This is very strange to me. How can a brand new project begin with a different version than what I select?
    Immediately I'm wondering why it shows the 2020 splash screen, then at the top of the window I see it's a 2020 project.
    Back in the Hub it's listed correctly as a 2019 project, but when I open it there's 2020 again!
    I've tried to upgrade/downgrade the editor version listed in the Hub but it always wants to be 2020.
    Updated Hub to latest version, same thing.

    Sounds like a bug. Hub is a mess in general.
