When I don't touch my mobile screen (UI controls) my FPS drops from 30 to 25. Why and how to fix it?

If I'm touching screen everything is ok, I have constant 30fps, but if I don't touch the screen then after few seconds FPS drops to 25, why is that? How to fix it?

If you do some looking around I believe I've read about this before. It's because your device thinks it's not actively being used since you aren't touching the screen, so it throttles back.

 

I remember that some time ago I saw forum posts about this but now I can't find it. I only get some irrelevant or opposite search results. Like it is gone, I only find topics and questions about fps drop when they are touching UI.

If you remember, was there some solution to stop device from doing this?
