What is the way to animate Textures like in this YT-Video

I would love to know how i can animate Textures like ths:

would be grateful for hints how this could be achieved!

 

That looks like a shader to me.

 

Shaders, Im pretty sure there is a free example on the asset store. One that animates bugs moving over a floor but its all in the texture. You can take a look at that to see how they did that not sure how its called though its pretty old as well like pre 3.5
