    Is the latest version of Uitoolkit 1.0.0-preview.18?
    It looks like it stopped being updated a long time ago.

    UI toolkit is now shipped with the editor. You don't need to include the package anymore, and updating of unity version also provide you with the latest features of UI Toolkit.

    I want to check the change logs after 1.0.0-preview.18, Is there a web page where I can check the change logs?

    You can check the unity's changelog. There is a section for UI toolkit changes.
