What is the best way to get Cel Shading?

    I usually go for a low poly look in my projects, however, I wanted to try to go for a different style for my next project. I was thinking of something like Breathe of the wild or maybe Journey, but I'm just not entirely sure where to make the Cel Shaders. I could create them in Substance painter, Blender or Unity's Shader Graph, but I'm just not entirely sure which engine will give me the best look. Would it be easier to Create a shader in Unity using the shader graph or should I create it in a 3rd party program like Blender or Substance painter and import it?
