What is causing pixelated artifacts on all of my textures?

I've found a really odd rendering issue- if I start a brand-new HDRP project, create a new scene using the outdoor template, and import any model I've textured with Substance, its surface ends up covered in weird pixelated artifacts like this:

My initial assumption was that it was lightmap/shadowmask-related, but the pattern doesn't change when I bake the lighting or relight the scene. It's not present in the texture maps themselves, so I doubt it's a Substance issue, but I'm running out of things I can think of to debug- has anyone seen this sort of artifacting before?

This is the base clue: "and import any model I've textured with Substance". This is a compat issue, or import/export issue. You should post this in the Substance Forums, for best results...

In import settings of your normalmap set "Compression" to "High Quality"

That did it! I had no idea it was a compression issue, thank you!
