    Can one man or startup make AI?

    Yes.. Back when I was in the State Military I built them an AI... Can't describe what it did or does, do to legalities of classification and a need-to-know basis.

    But yes, yes you can.

    Except AI that's designed to drive cars is fundamentally different from AI designed to drive game agents which is fundamentally different from attempts to pass AI off as human which is fundamentally different from...

    AI is a broad subject. You're going to need to be more specific.

    AI that can be made by one man and short time, also can be sold to public customer or company.

    Yes, theoretically one man can build an AI that can be sold to another company. Whether or not you could personally do it would be the real question to ask. Do you have a unique combination of tech and business skills? What do you personally know about AI? Is there a specific business problem that your AI solves?
