What hidden issues are there using ads in orther countries?

I've just a thread here that in China on Android Unity doesn't serve adverts becuase no-one wants to advertise there. My game is designed around adverts for plays - you get so many plays and then watch an advert to unlock more. Is this not viable in places like China? What's the recommended alternative?
