What happens after exporting an app

Hi, I developed an app on windows so I can't export it. That's why a friend of mine will come to me tomorrow and I really have no idea what happens after I exported my app.
- How do I get it on an iPod / iPhone
- Will I need to pay the 99$ even if I only want to test my app?
- Will I have to upload the app for testing the app?
- How do I upload the app into the app store and how long will it take until the apple community allows my app?
- Must the app be perfect for being allowed?
- Must the app always be reviewed by the apple community also only when having a little changing?

Please help me I really have to get an answer...
