what do you think the better most used resolution to set as a reference resolution for pixel game?

    i tried to target 800:480 Android mobile phones resolution (cause i think it's the most low resolution used in the world) by setting my pixel perfect camera reference to that but i see that i need more space in my game so when i tried a bigger resolution like 960:510 my ready game art looks bad in that kind of phones (800:480) , what do you think i need to do , use the 800:480 resolution but not enough space in my game means bad gameplay or to abondon that 800:480 phones and work using higher resolution ? or u have another idea ... (my pixels per unit is 128 and i can't redo the game art btw cause it's ready), thank you
