What are these weird Shadow Problems Appearing in the Editor Scene and Game tabs?

I'm having two problems with shadows

a) For these environment i bought Modern Supermarket which has point lights and some reflection probes but i turned off the reflection probes and i set al the point lights to real time instead how they were originally set to "Baked".
I also cleared the Baked data in the demo scene.

And what's happening but it happened even with the points set to baked...i get these shadows with jagged edges. but all other shadows are smooth and fine. what's going on here?
The jagged shadow edges also appear in the Game tab.

b) for my other environment Amazing mall, When i go inside the Mall in the scene tab using the tools to move my view. there's this CIRCLE (huge) thing that appears to be a cast shadow even though there' no circle object anywhere to produce that . where is that coming from? How do i get rid of it. And why does it follow my View as i move around the scene?

I use Unity 2021.1.28 and it's HDRP pipeline.

 

Here's an updated picture of another view of my Market with jagged edges shadows. I noticed too if i add a spotlight it creates even more jagged edge shadows. this is frustrated. Do you think this is a bug with HDRP Unity 2021.1.28 and i should update my Unity? I'm so tired of updating, seems all of the versions are buggy.
I've even heard the 2021.2 is really buggy that's why i didn't upgrade to it.

 

There is a fixed number of lights per tile limit.
That number is 24.
This is the usual cause of this wird jaged lines.

INtersting because i only have 10 point lights. no where near 24
