Visual Effect Graph is available with Unity 2019.3 Scriptable Render Pipelines and is released as out-of-preview with the High Definition Render Pipeline. To install it, simply install the High Definition Render Pipeline, or create a High Definition Render Pipeline project, and you are good to go! Visual Effect Graph is also compatible as preview with Universal Render Pipeline, with the following limitations: Only Available to Compute-Capable hardware Supports only unlit particles at the moment.
