Same Unity version, same error, same console output for me. I just tried building it with 2019.2.12f1, same problem. I'm beginning to think it may be an issue with Github Pages, but I'm not sure.

Did you use gzip or brotli? so don't. Build it with no compression

Did someone found a solution for the problem? I have the same problem with Unity-Version 2019.4.21f1 and changing the compression to "none" did not work for me.

i found a solution for my problem. I tried to use GIT LFS for my build files. This does not work with git pages. After I reduced the size of my build data I was able to upload my files normaly to git hub. Git Pages was then able to create the git page as expected.

Had this issue too, compression and Git LFS were the problem for me.

First of all, as @De-Panther mentioned, make sure you do not use any compression when building the project. I'm pretty sure Git uses gzip by default, so just disable it:
Edit > Project Settings > Player > Publishing Settings > Compression Format : Disabled

But if this truly was the issue, you would be getting Syntax errors instead.

Second, if Git LFS was used to push your files to GitHub, change the reference in index.html
    For example, instead of:

    dataUrl: "Build/[Filename].data",

    Use:

    dataUrl: "https://media.githubusercontent.com/media/[GitHub Username]/[Repository Name]/[Branch]/Build/[Filename].data",

Fill in your information between the [ ].

This is probably a less than optimal and slow solution, but it worked for me.
