Webgl Builds Only Show Black

When i build my project or a new empty test project i only see black. I can still hear the audio and see my game cursor. I am also pretty sure i am interacting with the game even though i cannot see it as the cursor changes.

Browser console only has this error:
InvalidStateError: An attempt was made to use an object that is not, or is no longer, usable

This only happens on my regular work station. My laptop runs new web projects fine although if i create a project on my work station and send to the laptop it wont work. I thought it might be an install issue so I followed this page to try and completely remove Unity: https://www.moddb.com/forum/thread/completly-uninstalling-unity-a-detailed-nightmare
However, my builds are still black and somehow it remembers my editor layout... No idea where that data is being saved! Any ideas?
Better yet, any suggestions on what might be causing this?
