I suppose that is the default setting when installed through Unity. I figured it out by Alt+Right Click opens that window to shut off dev build.

    Cheers!

I'm using Unity 4.6.1 I didn't realize the need to Alt + Right Click on the web player.

    Is that a default setting?

Well, when you install Unity you get a development web player installed, to help you as you debug. The Development build comes from that, not from the build.
