Water Spell / Water Bending Effect

Hey guys i just started to learn how to work with particle systems and now I wanted to ask if its possible to to a water bending effect with it or a water spell. The difference is... water bending means to me something like in the last airbender. And a water spell nearly the same as a fire ball. Maybe you guys have good tutorials how to do a water bending effect or you could explain me.

I would be happy if i get many stuff about water bending than a water spell
