    If you just want the finished logo, a refractive water/shader with a normal map. If you want to simulate the fluids, that's going to be trickier. There are some water assets in the Asset Store, but really you need a bunch of particles for it to behave anywhere close to water and not like a blobby gel. For maximum particles, you need the new VFX system and HDRP. But then, you still need to find a shader or some other method to create a mesh or mesh-like surface to render it. I don't know where you would find that, but I think it's possible.

    first create the flow (real flow, etc), then buy.
