Water and Occlusion Culling - incorrectly culling objects during reflection rendering

Occlusion culling is incorrectly culling objects when rendering the reflections in water. Items pop in and out, depending on position, orientation, etc. Something is not taking into account correctly that the scene is a reflection. This makes using reflective water nearly useless, as the reflections pop in and out as you move around. I've seen a few previous posts about this, but it appears that occlusion culling isn't used very much (even though it really seems to do a great job when there aren't any reflections).

Has anyone else seen anything like this? Any workaround on getting Water+Occlusion culling to work correctly? Am I the only one seeing this (besides the older messages, I suppose)?
