Bug Vulkan Texture Mipmap streaming crashes when budget exceeds VRAM storage

    Hey,

    using Texture Mipmap Streaming on Vulkan leads to crashes when the budget is too high. Unfortunately it's basically impossible to predict a safe budget for the target platform. Even having other applications running changes this budget. All other platforms we have (DX11,DX12,XB1,XSX,PS4,PS4,Switch) manage this safely.

    Any information?
