vSync always on in build

    Help! Been working on a project in HDRP, I've had the issue in the past, but never on a work related project!

    To the left of the graph is what the profiler shows in build, vsync is taking tons of frame time, the right of the graph is what it looks like running it in editor.
    Building with profiler shows that vSync is killing performance! I get 50fps in editor, but 15 in build.
    I've tried setting target framerate, or setting it to -1.
    I've tried various Vsync settings in project settings.
    I've tried various windowed vs fullscreen settings in project settings.
    I've disabled vsync within my nvidia control panel globally.
    Nothings working! The build is barely utilizing my pc at all and forced to a low framerate because its waiting for end of frame!

    For anyone looking! We couldn't prevent it from vsyncing unless we ran it on an AMD GPU! Our solution was to build with Vulkan instead of DX12. On nvidia GPU's its a gamble as to whether or not it will vsync each time you launch, but even if it does, we wen't from 15fps in build forced by vsync to 60fps in build with or without vsync with Vulkan.
