VR single-pass stereo support for Vulkan

    The 2018.3 features announcement included:

    Which platforms does this target? Daydream? GearVR?

    OpenVR is pretty much same as SteamVR

    We did add OpenVR single-pass double-wide on Vulkan on Windows in 2018.3 beta. However it is disabled currently and ETA for re-enabling on Vulkan will be in another release version of 2018.3.
