    So we have the issue fixed in Unity 2018.3.10

    I am using Unity 2018.3.14

    Here is what happened:

    When I unfocused the Unity window, there was no change to the CPU and GPU consumption, but once I minimized the window, the CPU and GPU consumption went up and the FPS went up from 45 to 90.
