Bug volumetric clouds toggle won't toggle (HDRP 14.0.3)

    I was looking forward to adding some jazz

    but I keep on clicking that button and nothing happens, the button doesn't even get the checkmark, no error message in the console either, no graying out etc...
    even when pathtracing is off that button won't budge so it's not a compatibility thing
    and no other button or slider works

    also a comment on the UI internal guidelines.

    use FIX instead of OPEN when all that's needed is one toggle -- the case here (just a guess since nothing works)
