Unfortunately, VS is a Microsoft product and that error is a bit vague.

I would just check the normal stuff. Make sure you have enough space, that the location you are trying to install to isn't a big long path or some weird location, make sure your download wasn't corrupt. You can download VS on it's own as well and just install the Unity part of it, or Unity has it listed in their installer as well, so you might try either version.

If all else fails, restart your computer and try Googling the problem/error message.

Otherwise, it's difficult to know as we don't know your computer.

There aren't any special steps. When you install VS, they give you a new module menu and you can select just Unity if you want. If it's not even installing, you'll have to reach out to Microsoft. Only other thing I can think of is make sure you get the proper version. Not sure if VS even has a 32 bit version, but if you are on 32 bit windows, just be mindful of that.

Unfortunately, I can't really offer much other help beyond that. Again, I don't know your computer. There is only so much troubleshooting I can do over the forums.

Good that you found something that works for you. I'm not personally a fan of VS code, but I know there are people that use it and like it.
