I am using the new Visual Studio Code and I have followed the install procedures for UNITY. When using it I cannot get any intellisense to work at all. I have followed the instructions and even reinstalled and then installed all the recommended extensions again and it still will not work. In this picture velocity should be available in intellisense and it is missing.
Any idea how to get this issue resolved?

    Thank you

I don't know how to fix your problem, but I don't think Unity is very well integrated with Visual Studio 2019 yet, as evident by Unity still offering to download VS2017 when you install it. So maybe it'll go away with a future update?

OP is using VS Code, not VS.

Microsoft were absolute utter morons when deciding to name two very different products almost the exact same thing. People mix them up pretty much every time they show up in a thread.

I don't think it's the Unity VSCode extension to blame here. You need an extension to understand C#, like OmniSharp iirc.
