Video Video player doesn't play in "Nothing" camera culling mask

i have video player problem after upgraded to 2019.1.3f1 .
all of my videos was working correct but in new version i have problems.
They don't play and my Camera video player is only a White screen.
Camera culling mask is on "Nothing". it worked in previous versions.
But in new version i must set culling mask on "Everythings" to work probably.
and it causes render every models on scene in video.
i want to work in "Nothing" like previous.

I can't figure it out why it's fixed only on 2019.3 (in the end of this year). That's nonsense.
