I get like 9fps with a high end pc with a simple scene with latests version of Steamvr. I use 2018.3. I turned off supersampling and set resolution to 100% but there is no difference. In profiler i see 99% is used by EditorLoop so its just an Editor fault. Any ideas?

Are you on a laptop with an nvidia graphics card? I had the problem, that steamvr wont set the nvidia controllsystem to use my dedicated gpu but the integrated apu.
My solution was to set the graphics card manually in the controller

In case julianhahn01's solution doesn't help, did you run the Oculus USB Cable tester from within Oculus Desktop and check that your cable is fully supported? I'm not sure if this would make any difference but wouldn't hurt to check as there are a lot of bad USB cables out there (only 1 of my 5 different USB-3 cables gets full speed).

p.s. I believe that when EditorLoop is using 99% CPU it's because it's most likely just idling.
