    1. set lights to mixed
    2. bake the scene
    3. moving these mixed lights does not subtract shadow as expected....

Note: Lighting is set to subtractive in Lighting window.

Entirely new lights will that are made from scratch will work and subtract the shadow, but the original mixed lights behave as if they're baked only, which of course is useless and appears to count toward the 4 light limit I have... this smells very buggy and illogical.

Of couse I've tried the mixed tickbox in the SRP config asset but that did absolutely nothing at all. I also tried updating the package to a non verified 7.1 and 7.12 but this pair prevent building to device.

Please advise, it's quite exhausting trying to actually get my daily work done at this rate.

This sounds like the light mapping mode in the lights are not being updated when the light mapping is changed, for a quick check you can switch to debug inspector and find the light mapping mode.

If this indeed isn't changing would you be able to file a bug and report the number here, this is quite a big issue we should jump on asap.
