Question Using Google Maps Platform for Geo-fencing an application

Our company has been hired by an organization looking to use a mobile application to market and educate their clientele on what they have to offer. However, due to the nature of their product, they're required to have the application geofenced to only be accessible in certain US states.

This app will be accessible on both the google play store and apple app store.

We were thinking of utilizing Google Maps Platform, specifically their Geocoding API.
