Using addressables for multiple b2b clients

    I am making an app for b2b. Every client should have it's own some times intersected set of scenes and I want them to load scenes remotely as some type of DLC. And every client can have it's own version of app, and update when he want, even years after update release. And there will be big amount of clients (500+) so i don't think using labels in one group is good to go.
    Can I make it work with addressables, or i should use custom workflow using asset bundles?
