Users only want to increase their "Connections" counter

How can we report such profiles that with no real purpose of collaborating and not even the minimal interest in mutual projects, keep sending messages to "Connect" only to increase their "Connections counter"?

When I ask them nicely about what is the purpose of their message, they don't even care to reply.

I think we should be able to reply to messages without having to create a "connection" between the two parties, and, if after exchanging ideas and interests, then they can opt to connect.

So, why the connections/followers counters matter? Those two can give an idea, and in this scenario a false idea, about how "popular" and/or even "good" some developer/artist is, and clearly that's not the case.

So we should have more tools (besides the report Spam that I have my doubts if it is working or not) to deal with those profilers that only want to hit a high count of connections and followers like if this is Twitter or Facebook.

    Thanks.
